Arthur Cox was born in in Salem, Oregon in 1851. According to an 1880 census, Cox became a blacksmith and was living in Harrisburg, Oregon with a wife and two sons. A few years later in 1883, he became mayor of Harrisburg. Four years after that, in 1887, Cox came to become a horseshoer. Around 1899 is when Cox became a policeman as well as a temporary deputy marshal. A little over a decade later, in 1910, Cox became the Chief of Police. A year later in 1911, he resigned.
