City Marshal
From 1851 to 1870 the lead law enforcement officer in Portland was the City Marshal. Working alone until 1858, they served one-year terms and were paid by billing the city for services rendered. Those services could be collecting taxes, making arrests, boarding prisoners in the city jail, keeping the council room cleaned, keeping lamps lit at night or enforcing a city ordinance.
Chief of Police
In 1870 Portland changed to a full-time police force including a Chief of Police. Initially the Chief worked under the direction of City Council. Then for a period of time the Chief was an elected City position. Later changes in Portland would include civil service reforms that initially put the Mayor in charge of appointing the Chief. Today, the Chief serves under the appointment of the Mayor or a City Commissioner depending upon which is assigned to be the Police Commissioner. In recent years the Mayor has usually retained the position of Police Commissioner and the ability to appoint the Chief
